Sarawak civil service to roll out over 200 initiatives under ‘3R’ approach, says State Secretary

KUCHING (Oct 16): The Sarawak civil service will continue strengthening its pursuit of service excellence with the rollout of more than 200 initiatives under the ‘Revisit, Rethink, Recharge’ (3R) approach, said State Secretary Datuk Amar Mohamad Abu Bakar Marzuki.

He said the 3R approach is designed not only to rejuvenate the state’s public administration system but also to pave the way for greater progress in economic growth, human capital development, and infrastructure advancement.

“The introduction of the 3R approach reflects the Sarawak civil service’s determination to evolve in line with current needs and challenges,” he said during the Sarawak Civil Service One Team Retreat (SCS OTR) 2025 closing in Singapore on Wednesday, which was officiated by Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg.

Abu Bakar reminded civil servants not to rest on past achievements but to continue pushing forward in pursuit of improvement.

“Successful programmes that have been implemented should now be expanded across the state. We must not be complacent with what we have accomplished so far,” he said.

He emphasised that innovation and continuous improvement must become integral to the SCS work culture, stressing that the civil service must remain agile and responsive to change.

“The Sarawak civil service needs to adapt swiftly and keep introducing initiatives that are relevant to today’s evolving landscape.

“This is crucial to create greater impact for the people and to support the state’s development agenda,” he added.

On the SCS OTR, Abu Bakar said this year’s programme served as a platform to highlight the potential of Sarawak’s heads of department, who played key roles as leaders and speakers during the discussions.

He commended their abilities and talents, noting that there remains much untapped potential among Sarawak’s civil servants.

“Often, we invite external individuals to act as moderators or speakers. However, yesterday’s session proved that our department heads are equally capable of taking on these roles effectively, demonstrating their leadership and ability to conduct discussions and convey ideas with confidence,” he said.

Among those present were Deputy Premiers Datuk Amar Douglas Uggah Embas, Datuk Amar Awang Tengah Ali Hasan, and Datuk Amar Dr Sim Kui Hian; State Women, Early Childhood and Community Wellbeing Development Minister Dato Sri Fatimah Abdullah; State Food Industry, Commodities and Regional Development Minister Dato Sri Dr Stephen Rundi Utom; State Tourism, Creative Industry and Performing Arts Minister Dato Sri Abdul Karim Rahman Hamzah; State Transport Minister Dato Sri Lee Kim Shin; State Education, Innovation and Talent Development Minister Dato Sri Roland Sagah Wee Inn; and Minister in the Premier’s Department Dato Sri John Sikie Tayai.
